When a prominent politician, in line to become the next mayor of Philadelphia, is found murdered in a crack house, the hunt zeroes in on four drug addicts—Black, Leroy, Pookie, and Clarisse. The murder investigation threatens to explode into one of the biggest scandals to hit the City of Brotherly Love, but everything is not what it seems, and the suspects are not as easy to capture as the police had hoped.

Pipe Dream winds through the streets of Philadelphia as the four addicts struggle to escape not only from the police but from the hungers that have all but swallowed them whole.
